Some Thoughts on the Caribbean Community
Foreword
On the eve of my departure from the Secretariat [Caribbean Community],
it is probably not inappropriate for me to represent some reflections on the
Caribbean Community – with particular reference to its nature, objectives,
achievements, problems and prospects.
The views expressed here are purely my own and this document does not
have the status of an official Secretariat publication.
On demitting office, I would like to publicly express my appreciation of
the work of all those who have worked in the Secretariat since I assumed
office in January 1970. I owe them a great personal debt not only for the
support they have given me in the day-to-day operations of the Secretariat
over the last four and a half years but also for the intellectual and moral
stimulus I received from them in understanding and defining the problems of
the Region.
