Labour Law - Industrial Disputes — Conditions of Employment
By letter dated 22 nd July, 1976, the Honourable Minister of Labour and Employment, in accordance with section 9 of the Labour Relations and Industrial Disputes Act, 1975, referred to the Tribunal for settlement, an industrial dispute between the Ministry of Health and Environmental Control (Bellevue Hospital) and the National Workers Union and the Bustamante Industrial Trade Union.
The Terms of Reference to the Tribunal were as follows:–
“to determine and settle the dispute between the Ministry of Health (Bellevue Hospital) on the one hand and certain workers employed by the Ministry of Health at the Bellevue Hospital and represented jointly by the National Workers Union and the Bustamante Industrial Trade Union on the other hand, over certain matters relating to temporary watchmen, premium pay to security guards for work done on public holidays, wage increase in respect of barber and hairdresser, insurance coverage on behalf of workers and the provision of improved security measures.”

There were several Worker/Delegates in attendance.
Written briefs were submitted by the parties and oral submissions were made at the two sittings on the 10 th and 16 th September, 1976.
Members of the Tribunal and representatives of both Unions visited the Bellevue Hospital in connection with the Unions' request for improved security at the Hospital.
Claim No. 1 TEMPORARY WATCHMAN
We Award that the Temporary Watchman who have not yet reached the retiring age should be placed on the permanent staff in the grade of Watchman and paid the appropriate salary with effect from 1 st July, 1976.
Claim No. 2 PREMIUM PAY TO SECURITY GUARDS FOR WORK ON PUBLIC HOLIDAYS
We award that Security Guards should premium pay for work on public holidays on the same basis as is now being paid to Nurses in the Institution.
