Introduction
The road seemed long and arduous, the process tedious but we managed
to reach the end of a journey which allows us to remove a lot of the mystique
surrounding the adoption of the Caribbean Single Market and Economy as
an integration model of choice by the Caribbean Community.
That we have been able to do this is due to the stalwart efforts of Joseph
Farier, former Director of Corporate Services, CARICOM Secretariat who
was commissioned by the UWI-CARICOM Project, to conduct a study intended
to treat with the CSME in all its dimensions thereby allowing this publication
to explain the Caribbean Single Market and Economy to a Caribbean and
indeed international audience known for its innate ability to cut to the chase
and get to the heart of any matter.
A debt of gratitude is similarly owed to W. Haslyn Parris, a distinguished
econometrician and seasoned author in his own right who employed his
superb editorial skills to present the manuscript in a manner which we trust
will warm the reader to the important material contained in this book.
To the staff of the Caribbean Community Secretariat and the UWI-
CARICOM Project, we say, thank you for staying the course with your hands
to the wheel until what we hope will be revealed as a ‘rewarding end’, was
reached.
