ABOUT THE AUTHOR

Edwin Laurent OBE is Head International Trade and Regional

Cooperation at the Commonwealth Secretariat in London having previously

held several diplomatic posts including those of:

· Special Envoy of Dominica, Saint Lucia and St Vincent and the

Grenadines to the European Union;

· Ambassador of the East Caribbean States to the European Union;

· Permanent Representative of Saint Lucia to the WTO and the FAO;

and

· Ambassador of Saint Lucia to France, Germany and Belgium

He was educated at the University of the West Indies (Cave Hill Campus);

the University of Manchester (UK) and the Johns Hopkins’ School of Advanced

International Studies (Washington, DC). He has since conducted extensive

research and published on various trade and commodity issues.
